Noise Risk Assessment in Malaysia

Workplace Noise Risk Assessment

Excessive noise in the workplace is one of the most prevalent occupational health hazards in Malaysia. Our noise risk assessment services help businesses identify, evaluate, and control noise hazards in compliance with DOSH and the requirements under the Factories and Machinery (Noise Exposure) Regulations 1989.

We have thorough on-site assessments and expert recommendations to protect workers from noise-induced hearing loss and keep your business legally compliant.

What Is a Noise Risk Assessment?

A noise risk assessment is a systematic evaluation of noise levels in the workplace to determine whether workers are exposed to noise at levels that could damage their hearing. It identifies who is at risk, quantifies their exposure, evaluates existing controls, and recommends measures to reduce noise exposure to safe levels.

Employers are required to take action where workers are exposed to noise levels at or above the action level. Where engineering or administrative controls are insufficient, a formal noise risk assessment by a DOSH-registered competent person is essential to demonstrate due diligence and support a compliant hearing conservation programme.

As stated in Occupational Safety and Health (Noise Exposure) Regulations 2019, an employer shall carry out noise risk assessment at workplace and must comply with the following limits:-

  1. Daily noise exposure level exceeding 85 db(A) or daily personal noise dose exceeding hundred per cent;
  2. The maximum sound pressure level exceeding 115db(A) at any time; or
  3. The peak sound pressure level exceeding 140 dB(C)

Our Noise Risk Assessment Process

1

Pre-Assessment Review

We begin with a review of your site layout, work processes, shift patterns, and any existing noise monitoring data to plan a sampling strategy that accurately captures worker exposure across all relevant tasks and work areas.

2

Noise Level Survey

Our competent assessors conduct a systematic survey of noise levels throughout the workplace using calibrated Class 1 sound level meters, mapping noise zones and identifying areas and tasks where exposure is likely to be significant.

3

Personal Noise Dosimetry

Where required, workers are fitted with personal noise dosimeters to measure their actual noise dose over a full work shift, accounting for movement between areas and variation in noise levels throughout the day.

4

Exposure Evaluation

Measured noise exposure levels are compared against the permissible exposure limits and action levels set out in the Factories and Machinery (Noise Exposure) Regulations 1989, and workers are categorized according to their risk level.

5

Noise Risk Report

We prepare a comprehensive report detailing survey results, personal dosimetry findings, regulatory comparisons, and prioritized recommendations for noise control — fully compliant with DOSH documentation requirements.

6

NRA Recommendations

Where exposure levels exceed action levels or PELs, we provide clear, practical recommendations for engineering controls, administrative measures, and hearing protection, and can conduct follow-up monitoring to verify that corrective actions have been effective.
