CHRA Assessor in Malaysia

Chemical Health Risk Assessment

Protecting workers from chemical hazards is both a legal requirement and a fundamental workplace responsibility. Our Chemical Health Risk Assessment (CHRA) assessors help businesses identify, evaluate, and control chemical health risks in compliance with the Department of Occupational Safety and Health Malaysia (DOSH) and applicable regulations under the Occupational Safety and Health Act 1994.

We support manufacturers, industrial operators, laboratories, and facilities across Malaysia with thorough on-site assessments and expert recommendations to ensure your workplace meets regulatory obligations and keeps workers safe.

What Is a Chemical Health Risk Assessment (CHRA)?

In Malaysia, a CHRA is a legally mandated assessment required under the Occupational Safety and Health (Use and Standards of Exposure of Chemicals Hazardous to Health) Regulations 2000, commonly known as the USECHH Regulations. It involves a systematic evaluation of chemicals used, handled, stored, or generated in the workplace to determine the level of risk to worker health.

A CHRA must be conducted by a DOSH-registered CHRA Assessor and must be reviewed every five years, or earlier if there are significant changes to processes, materials, or workforce.

Failure to conduct a CHRA when required can result in enforcement action, stop-work orders, and penalties under OSHA 1994.

A typical CHRA covers:

  • Identification of chemicals hazardous to health (CHH) in the workplace
  • Assessment of exposure routes — inhalation, skin contact, ingestion
  • Evaluation of existing control measures
  • Health risk characterization and risk level determination
  • Recommendations for engineering controls, administrative measures, and PPE
  • Biological and air monitoring requirements where applicable

Who Needs a CHRA in Malaysia?

Under the USECHH Regulations, any employer whose workers are exposed or likely to be exposed to chemicals hazardous to health is required to conduct a CHRA. This includes:

  • Manufacturing and processing plants
  • Chemical and petrochemical facilities
  • Pharmaceutical and cosmetic manufacturers
  • Metal finishing, plating, and engineering workshops
  • Printing and paint industries
  • Laboratories and research facilities
  • Automotive and maintenance workshops
  • Construction and renovation contractors using hazardous materials

If your workplace uses, handles, stores, or produces chemicals in any capacity, a CHRA is likely a legal requirement.

Our Chemical Health Risk Assessment Process

1

Pre-Assessment Review

We begin with a desktop review of your chemical inventory, Safety Data Sheets (SDS), work processes, and existing controls to plan the scope of the assessment.

2

Site Walk-Through and Worker Interviews

Our DOSH-registered CHRA assessors conduct a thorough on-site inspection, observing work activities, identifying exposure tasks, and speaking with workers and supervisors to understand actual exposure conditions.

3

Exposure Assessment

Where required, we carry out or recommend occupational exposure monitoring, including air sampling and biological monitoring, to quantify exposure levels against occupational exposure limits (OELs).

4

Risk Evaluation

Each identified chemical and exposure scenario is evaluated and assigned a risk level, taking into account hazard classification, exposure frequency, duration, and effectiveness of existing controls.

5

Submission and Follow-Up Support

We assist with report submission to DOSH where required and can support implementation of recommended controls or conduct follow-up monitoring.

6

CHRA Report and Recommendations

We prepare a comprehensive CHRA report in the format required by DOSH, including prioritized recommendations for risk reduction and a corrective action plan.
